Terrence F. Wilmer, PhD, CRE, FRICS
Mr. Wilmer joined the Louis Berger Group, Inc as Vice President for Strategic Development in 2005. Founded in 1953, the Louis Berger Group, with its staff of over 4,300 planners, architects, engineers, economists and other professionals, provides services to clients in over 70 countries around the globe.
Before joining Berger, Mr. Wilmer had a distinguished career with the federal government, becoming a member of the Senior Executive Service in 1993. Mr. Wilmer was the Managing Director of Planning and Development in the Bureau of Overseas Building Operations with the U.S. Department of State. In that capacity he led about 80 planners, architects, engineers, real estate specialist, and cost estimators in planning and developing the State Department’s overseas properties.
Mr. Wilmer previously held the position of Managing Director for Real Estate and Property Management with the State Department. His portfolio included over 15,000 properties in 170 nations, with an asset value exceeding $12 billion. Before joining the State Department, Mr. Wilmer served for many years with the U.S. Army Corps of Engineers, becoming Deputy Director of Real Estate there in 1987. In that position he helped lead the second-largest real estate organization in the federal government: an 80-member headquarters staff, 1400 employees in over 30 field offices, with a portfolio valued at over $20 billion, covering 23 million acres of land and improvements, in the US and abroad.
Mr. Wilmer received his undergraduate degree at Holy Cross College. He holds a Ph. D. in American Studies from the University of Maryland. He is also a distinguished graduate of the National Defense University in Washington, DC. Mr. Wilmer has taught management and real estate courses for the Corps of Engineers at its nation-wide training center, at the State Department’s Foreign Service Institute, and for the University of Maryland overseas. Mr. Wilmer has spoken before many professional organizations, including the National Association of Realtors, the Counselors of Real Estate, FIABCI, Cushman-Wakefield and Coldwell-Banker Commercial.
Mr. Wilmer served for four years with the U.S. Army in Europe and has traveled or worked in over 50 countries during his career.
He holds two Meritorious Civilian Service Awards and the Commanders Award for Civilian Service from the Department of Defense and Meritorious Honor Awards from the Department of State. He is the recipient as well of a Presidential Rank Award for his service as a Senior Executive.
Mr. Wilmer has been a Counselor of Real Estate since 1995. He became a Fellow in the Royal Institution of Chartered Surveyors in 2004.
Mr. Wilmer is married to Dr. Johanna Huijssoon and they reside in Annandale, Virginia.
